NSW Freights & Ports Plan 2018-2023

RDA Illawarra made a submission on the NSW Draft Freight and Ports Plan to the NSW Government in March 2018. As a result, the Plan now includes upgrades to Picton Road and the SWIRL proposal which are included in the Implementation Plan (3.2 Deliver new infrastructure to increase road freight capacity).

RDA Illawarra Future Transport 2056

RDA Illawarra made a submission on the draft Future Transport 2056 Strategy and the Regional NSW Services and Infrastructure Plan.

It was our view that Wollongong should be deemed a 'Global Gateway' in the Future Transport 2056 strategy. A Global Gateway is defined as a City that provides state level services and facilities to support a broad population catchment while also having international connections through their airport and/or port. It is clearly evident that Wollongong is a Global Gateway as it provides vital access to the Port of Port Kembla and is proximate to a large residential growth area in Macarthur.

Regional Development and A Global Sydney: Illawarra Connectivity

In the submission to the NSW Legislative Council Standing Committee on State Development, it identifies ways in which the growing prominence of Sydney as a global city enhances regional development and provides opportunities for greater connectivity with the Illawarra region. It demonstrates how taking a holistic city region approach will not only support the growth of the Illawarra, but more importantly mitigate the growing pains of Sydney and maximise the economic outcomes for NSW.

Regional capitals, such as Wollongong, should be embraced for the opportunities they provide to support global Sydney’s growth through a combination of:

  • Enhanced transport connectivity and integration with Sydney
  • Recognition of the economic contribution and human capital of the region
  • Commitment to ‘city region’ strategic direction and long term planning.

Defence Industry in NSW

RDA Illawarra made a submission to the NSW Legislative Council Standing Committee on State Development. The submission concludes that the Illawarra is well positioned as a capable and smart region to support the NSW Government’s strategy to increase Defence investment in NSW and grow our market share of Defence spending. The Illawarra Defence Industry Ecosystem is strong and highly developed skills are extant in the region.

The submission outlines four recommendations, including:

  • Strategies to maximize the use of Australian Steel in Defence procurement
  • Leveraging the capability and Illawarra regional competitiveness for Defence opportunities
  • Strengthening linkages to smart and capable regions, such as the Illawarra
  • Ways to secure and grow Defence innovation and regional economic potential

Inquiry into the Procurement of Government Infrastructure

The submission outlines that RDA Illawarra has been a strong advocate for social and regional procurement and believes that securing optimal value from public works is a sensible approach to returning social and economic dividends to NSW and its regions.

The submission highlights that the NSW Government can play a lead role in stimulating regional economies such as the Illawarra by setting baseline criteria for government tenders such as the use of local employment, equitable access for disadvantaged job seekers, percentage of locally sourced product and other indices of regional preferment.

 

Inquiry into the Future of Australia's Steel Industry

The Port of Port Kembla industrial and transport precinct has a long history of engagement with the steel industry and represents a significant infrastructure asset for the nation, a productive and wealth-generating sector with great potential as the industry landscape changes and embraces innovation.

RDA Illawarra's submission represents advocacy for the Illawarra’s interest in a continuously adaptive steel industry. It is noted that the SERC’s brief is national in its industry scope and is mindful of its current position in relation to international competitiveness.

Draft Illawarra Regional Growth and Infrastructure Plan

In the submission to the NSW Department of Planning and Environment, RDA Illawarra expresses support for the Draft Illawarra Regional Growth and Infrastructure Plan. RDA Illawarra supports the Plan’s focus on economic development and regional appro

RDA supported the six focus areas for growth outlined in the Plan, however, believed there is potential to expand these areas to include three additional areas:

  • Small business
  • Agriculture/agribusiness
  • Creative arts industry

Advancing Infrastructure in the Illawarra

This submission was presented by a unique consortium of peak business, local government and community stakeholder groups in the Illawarra Region who had been working together for a number of years on progressing regional infrastructure priorities. The Rebuilding NSW process had provided the consortium with a vital opportunity to focus on three of the region’s major transport infrastructure priorities.

The submission addressed two of the 12 questions that were posed by the Rebuilding NSW Discussion Paper. 

Establishment of Special Economic Zones

RDA Illawarra worked with RDA Far South Coast, the Southern Council Group and its Economic Development Practitioners Committee, to prepare an initial submission to the Inquiry into the Establishment of Special Economic Zones.

RDA Illawarra recognised the importance of the digital economy as a key driver in the transformation of the region and believed significant economic impacts in Investment and Employment Growth can come from this sector.

Draft NSW Long Term Transport Master Plan

The submission was in response to the Draft NSW Long Term Transport Master Plan and should be considered in conjunction with the earlier RDA Illawarra response to the discussion paper at the end of April 2012.
